Francel Taborlupa

Our speaker’s career has taken her through 23 years of study, research, teaching and administration. She holds 3 advanced degrees in Master in Information Systems at the University of the Philippines, Masters in Public Management Major in Development and Security at the Development Academy of the Philippines and most recently, Master in International Development Practice at Monash University Australia. She has written numerous articles and popular journals. Currently serving as a Lieutenant Colonel in the Communications Electronics and Information Systems of the Armed Forces of the Philippines, she is a well decorated officer. she has promulgated innovations, changes, policies and modernization as a Signal Officer. A lady of many faces, she is a soldier, a cybersecurity trainor,  a Certified Ethical Hacker, a Certified Secure Computer user, a Gender Advocate and Trainor, a Formal mentor, a pistol expert, judoka and above all a mom of 2 wonderful sons. – LCOL Francel Margareth Padilla-Taborlupa
