For decades, HR shared services in Germany have been primarily optimised for efficiency. Centralised operations, standardised processes, and cost-per-transaction metrics have long been the key measures of success. While this approach has delivered significant value, it has also led to an increasing tension.

This paper argues that efficiency and employee experience are not mutually exclusive objectives. A well-designed HR shared services model can achieve both—not by prioritising one over the other, but by rethinking the service delivery architecture around the needs of the people it supports.
