Yuen Sai Kuan is the Deputy Chief Executive of VITAL Shared Services (VITAL). VITAL is the Central Agency for Corporate Shared Services in the Singapore Public Service and was established under the Ministry of Finance in July 2006. It serves over 100,000 public officers today across 100 Ministries, Departments, Organs of State and Statutory Boards in the areas of human resource, payroll, finance and procurement.
